---
In March 2024, a Birmingham precision-engineering firm sat with two LED retrofit quotes on the desk. The first, from a generalist contractor, came in at £180,000 for a complete shop-floor lighting refit. The second, from a specialist who only spec'd fixtures from accredited energy-saving ranges, came in at £240,000, a 33% premium that made the finance director wince. On the surface, the choice looked obvious. Cheaper is cheaper. But when the firm's accountant ran the numbers through the UK capital allowances regime, folding in the Annual Investment Allowance, the corporation tax shield at 25%, and the difference in metered electricity savings the higher-spec fixtures would deliver, the £240,000 quote paid back seven months sooner. Same lights, same floor, completely different post-tax economics.

That gap is what enhanced capital allowances were invented to surface. The trouble is that most UK business owners, and a startling number of finance directors, still operate as if "ECA" means the Energy Technology List scheme that was abolished four years ago. The result: missed first-year allowances, mis-classified integral features, deferred tax bills that did not need to be deferred, and capex decisions made on pre-tax cost when post-tax cost is the only number that matters.

This guide walks through what an enhanced capital allowance actually is in 2026, what happened to the Energy Technology List, and, most importantly, which 100% first-year reliefs are alive and well today. You will leave knowing the difference between the Annual Investment Allowance, Full Expensing, the 50% First-Year Allowance, and Writing-Down Allowances, when each applies, how to claim them on a CT600 or self-assessment, and the three classification mistakes that quietly cost UK businesses millions each year.

## What is an Enhanced Capital Allowance?

An Enhanced Capital Allowance (ECA) is a 100% first-year tax allowance that lets a UK business write off the full cost of a qualifying capital asset against its taxable profits in the year it is bought, instead of spreading the deduction across many years through Writing-Down Allowances.

The original ECA scheme, launched in April 2001 under Gordon Brown, applied to plant and machinery on the government's Energy Technology List (ETL) and Water Technology List (WTL). It was an explicit policy lever: HMRC was using the tax code to nudge capex toward energy-efficient kit, high-efficiency boilers, variable-speed drives, lighting, refrigeration. If a product was ETL-listed, a company buying it could deduct 100% of the cost against profits in year one rather than the standard 18% reducing-balance Writing-Down Allowance.

The headline confusion that trips up so many search results: the ETL-based ECA was abolished from April 2020. The Carbon Trust, which managed the ETL on behalf of BEIS, wound down the scheme. From a strict statutory definition, "enhanced capital allowance" as a named relief no longer exists for energy and water technology purchases.

But the policy idea, accelerated 100% first-year allowances to drive specific capex, is more alive than ever. The current UK regime is, in aggregate, more generous than the ETL ECA ever was. The vocabulary just changed.

## The regulatory history: from 2001 ECA to 2026 Full Expensing

The Energy Technology List ECA ran for 19 years. Full Expensing replaced its policy goal with a much broader, much larger relief. Here is the timeline that actually matters.

A few inflection points are worth pulling out. In 2014 the Annual Investment Allowance was lifted to £500,000, then yo-yoed before being permanently set at £1 million from January 2019 onwards, already a much bigger ceiling than most ETL claims. In April 2020 the Carbon Trust scheme ended; HMRC's reasoning was that energy-efficient kit had become close enough to mainstream that the targeted relief no longer changed behaviour at the margin. Then in April 2023, the Spring Budget introduced Full Expensing for companies buying main-rate plant and machinery, effectively a 100% first-year allowance with no upper cap, initially to March 2026 and now made permanent.

The headline for international readers: the UK's tax-driven green capex story did not die in 2020. It was absorbed into a much bigger regime that gives companies 100% first-year relief on most plant whether or not it is "green."

## What's still available in 2026: the live first-year allowances

Even with the ETL scheme retired, there is a meaningful menu of 100% First-Year Allowances (FYAs) the UK still operates. Each one is essentially an ECA by another name.

*The four active first-year relief mechanisms available to UK businesses in 2026, replacing the abolished ETL ECA scheme.*

**Electric vehicle charging points.** A 100% FYA applies to expenditure on electric charge-point equipment, currently extended to 31 March 2026 for companies (and 5 April 2026 for unincorporated businesses). Install ten 22 kW units at your distribution centre and the entire bill, equipment, cabling, commissioning, falls into a single year's deduction, provided the business uses the chargers for its trade.

**Zero-emission cars.** A 100% FYA applies to the purchase of new and unused electric or zero-emission cars. This is one of the few areas where the tax code still distinguishes meaningfully on emissions: a hybrid does not qualify, only a pure-zero-emission vehicle.

**Zero-emission goods vehicles.** New, unused electric vans and zero-emission HGVs also fall into a 100% FYA bucket, which has made the post-2022 wave of electric Sprinter-class vans materially cheaper for fleet operators on a post-tax basis.

**Annual Investment Allowance (AIA).** £1 million per year, permanent, available to almost every business, sole trader, partnership, or company, on most plant and machinery including integral features. This is the workhorse. Most SMEs never need to look beyond AIA because their annual qualifying spend lives well under the cap.

**Full Expensing.** Introduced 1 April 2023 and made permanent in the November 2023 Autumn Statement, Full Expensing gives companies (only, not sole traders or partnerships) a 100% first-year allowance on main-rate plant and machinery with no upper limit. Buy a £4 million CNC line and deduct all £4 million in year one against corporation tax.

**50% First-Year Allowance.** The companion to Full Expensing, this gives companies a 50% first-year allowance on special-rate plant, long-life assets and integral features such as electrical systems, lifts, and air-conditioning. The remaining 50% then flows into the special-rate pool for Writing-Down Allowances at 6%.

**Writing-Down Allowances (WDAs).** The fall-back for everything that is not first-year-eligible: 18% reducing balance for the main pool, 6% reducing balance for the special-rate pool.

## How AIA, Full Expensing, FYA and WDAs interact

The four reliefs do not stack on the same pound. You apply them in a specific order, and the choice of which relief to claim against which asset can materially shift your tax bill.

In practice, here is how a finance director should think about ordering the reliefs.

For a company with qualifying capex in a given year, claim Full Expensing first on any main-rate plant that fits, it has no cap, so use it for the largest items. Claim 50% FYA on special-rate items where you would otherwise be stuck at 6% WDAs. Then deploy AIA against anything Full Expensing cannot touch (used assets, leased assets, cars), prioritising special-rate spend so that you wring 100% relief out of the £1m cap rather than slow 6% WDAs. Whatever is left flows into the main or special pool for ongoing WDAs.

For unincorporated businesses, sole traders, LLPs, general partnerships, Full Expensing is unavailable. AIA does the heavy lifting, with the £1m cap as the ceiling.

A worked example. A construction company spends £1.6m in its accounting year: £900k on a new excavator (main-rate), £500k on integral features for a yard extension (special-rate), and £200k on a zero-emission van. Optimal ordering: 100% FYA on the £200k van (free, off the AIA budget); Full Expensing on the £900k excavator (free, off AIA budget); AIA against £500k of integral features (giving 100% relief on what would otherwise have been 50% FYA + 6% WDA on the residue). Everything is fully deducted in year one. Versus an unoptimised ordering, AIA against the excavator first, the company would burn £900k of its £1m AIA cap on something that did not need it, then be stuck taking 50%-and-6% on £500k of special-rate plant.

## What counts as plant and machinery

The biggest single source of missed allowances is mis-classifying expenditure. HMRC does not publish a closed list of "plant and machinery", the test is partly statutory (Capital Allowances Act 2001, sections 21-23 in particular) and partly built up through case law going back to Yarmouth v France (1887).

The working definition: plant and machinery is apparatus with which the business carries on its trade, as distinct from the setting in which the trade is carried on. A bakery oven is plant. The bakery building is not. Easy. But the murky middle is large: shop fitouts, mezzanine floors, electrical installations, kitchen extracts, cold rooms, server racks, partitioning. Many qualify as integral features (special-rate pool), some qualify as main-rate plant, and some are non-qualifying building works.

CAA 2001 explicitly lists integral features: electrical systems including general lighting, cold water systems, space and water heating, ventilation and air-conditioning, lifts, escalators and moving walkways, and external solar shading. These all go into the 6% special-rate pool by default, but they qualify for AIA, and for a company they qualify for the 50% First-Year Allowance.

Where businesses lose money is treating an entire fitout as "building works" because that is how the contractor itemised the invoice. A robust capital allowances review on a £600k restaurant fitout will typically reclassify 35-55% as qualifying plant or integral features. The same logic applies on property [acquisitions](/blog/what-is-acquisitions), where unclaimed allowances embedded in the historic cost can sometimes be claimed by a new owner via section 198 elections.

## How to claim: the mechanics

For companies, capital allowances are claimed on the CT600 corporation tax return via the CT600 supplementary pages and the company's tax computation. Full Expensing is claimed in box 725; the AIA, FYAs and WDAs each have their own boxes in the capital allowances summary. Documentation matters: HMRC expects an asset-by-asset schedule showing acquisition date, cost, classification (main pool, special pool, single asset pool, FYA-eligible), and the allowance claimed.

For sole traders and partnerships, capital allowances flow through the self-assessment SA103/SA104 supplementary pages. The capital allowances column on the self-employment pages aggregates AIA, FYAs and WDAs against trading income.

A few practical points the textbooks rarely highlight. Allowances are optional, not mandatory, you can disclaim allowances or claim less than the maximum, which is occasionally useful when a business wants to preserve future losses or smooth profits across loss-making years. The AIA is apportioned for accounting periods longer or shorter than 12 months. Where ownership changes mid-year (incorporation, partnership change), allowances are split with care.

**Mistake one: treating integral features as building works.** Spending £400k on new air-conditioning and electrical distribution and writing the lot off as non-qualifying capital improvement to the property. The integral features rules exist precisely to bring this expenditure into capital allowances at 6% special-rate pool, and AIA or 50% FYA on top.

**Mistake two: missing AIA in a high-spend year.** A business that quietly spends £250k a year on plant year after year, never thinking about timing, may suddenly do a £1.4m capex sprint. Without planning, £400k of that overflows the AIA cap and falls into 18% WDAs. With planning, splitting the spend across two accounting periods, or routing the right [tranche](/blog/tranches-definition) through Full Expensing, the entire £1.4m can land in 100%-relief buckets.

**Mistake three: double-counting Full Expensing and AIA on the same asset.** You cannot. A pound of expenditure that is claimed under Full Expensing cannot also be claimed under AIA, and vice versa. The optimal strategy is to allocate the £1m AIA cap to spend that does not qualify for Full Expensing (used assets, special-rate features, items going into a partnership), and use Full Expensing for everything else.

## Northern Ireland and Scotland nuances

Capital allowances are reserved to Westminster, they are part of the UK-wide direct tax code, so the AIA, Full Expensing and FYA rules apply identically in England, Wales, Scotland, and Northern Ireland. Where regional differences appear is in adjacent reliefs: Scottish income tax bands affect the headline rate of relief for unincorporated businesses (a Scottish higher-rate trader saving tax at 42% rather than 40%); the Northern Ireland Investment Strategy and the various enhanced area schemes (Investment Zones, Freeports) layer additional 100% allowances and structures and buildings allowance enhancements on top.

For a manufacturer inside a Freeport tax site, the Enhanced Capital Allowance for plant and machinery (a true 100% FYA, branded as "ECA" in Freeport documentation) sits alongside Full Expensing, and is available to unincorporated businesses too, partly closing the gap.

## 2026 outlook

The direction of travel is clear. Full Expensing is permanent. The AIA cap looks settled at £1m. The EV charge-point FYA is currently legislated to expire in March/April 2026 but has been extended at every previous sunset and is widely expected to be extended again at the next Budget. The zero-emission car FYA likewise. The political consensus across both major UK parties is that capital allowances are the cleanest pro-investment lever in the tax code, far more efficient than headline corporation tax cuts at moving the marginal capex decision.

*A pound of qualifying main-rate capex costs 75p after Full Expensing versus roughly 86p under pre-2023 reducing-balance WDAs.*

For finance directors, the practical implication is that the post-tax cost of UK plant and machinery is now structurally lower than it was at any point in the last twenty years. A pound of qualifying main-rate spend by a corporation-tax-paying company costs 75p after the immediate tax shield, versus roughly 86p under pre-2023 WDAs spread over their full reducing-balance lives.

For international readers benchmarking the UK against other regimes: the US has its own version (bonus depreciation, currently phasing down from 100%), the EU has nothing comparable at the supranational level, and most G7 peers operate slower depreciation schedules. The UK's combination of permanent £1m AIA, permanent Full Expensing for companies, and targeted FYAs for clean transport puts it among the most generous capex regimes in the developed world.

## A faster way to model the tax shield on your next capex decision

The Birmingham manufacturer at the start of this article did not get the answer wrong because the maths was hard. They almost got it wrong because nobody at the table was running the post-tax model in real time. The £60,000 premium on the higher-spec lighting looked like a 33% surcharge until you layered in the corporation tax shield, the energy savings, and the cashflow timing of the AIA, at which point it became a no-brainer.

That is the kind of decision Warren is built for. If you are weighing up a major piece of UK capex, plant, fitout, EV fleet, integral features, Warren can sketch the AIA, Full Expensing, FYA and WDA flows side by side, model the post-tax payback under realistic corporation tax assumptions, and surface the classification questions you should be putting to your accountant before the invoice lands.
